Quick Answer
comparisonThere is no single best AI UGC ad generator; it depends on the ad. For an actor holding or showing your product, MakeUGC on its $149 Pro plan and Creatify's product link to ad are built for it. For the biggest actor libraries, Arcads and HeyGen. For hook clips with your brand's line over a reaction that performed, or your own face as the presenter, Percify: its UGC hooks render at no credit cost and plans start at $6.99 a month.
Creatify, Arcads, MakeUGC, HeyGen, AdCreative.ai and Percify: what each one makes, what it costs to start, and the limit you hit first. Checked 12 September 2026.

A UGC ad is a clip that looks like a real person filmed it on a phone: someone reacting, confessing or talking straight to camera, with the hook in the first two seconds. AI tools now make these without the person, and they split into two kinds. Actor generators give you a library of AI people who read your script, some of them holding your product. Format tools take a clip shape that is already working and put your brand's words on it.
We make one of these tools, so read this with that in mind. Everything about Percify below comes from our own render records. Every claim about another product is taken from that vendor's own pages on 12 September 2026 and linked, so you can check it, and where a vendor publishes nothing, that is what we say.
The six tools at a glance
| tool | cheapest paid plan | what that plan includes | what it makes | the limit you hit first |
|---|---|---|---|---|
| Creatify ↗ | $39 a month | 100 credits, 300 actors, videos up to 2 minutes | actor ads, product link to ad ↗ | an avatar of you starts at $99 a month |
| Arcads ↗ | not published | 1,000+ actors, 30+ languages | actor ads with emotion control | the price is hidden until you sign up |
| MakeUGC ↗ | $59 a month, shown as a 50% off offer | 500 credits, 1,000+ creators | actor ads, 10 at once, 4K | an avatar holding your product needs Pro, $149 a month |
| HeyGen ↗ | $29 a month | 600 credits, voice cloning | UGC style avatars ↗, an avatar of you | its UGC page lists no product link to ad feature |
| AdCreative.ai ↗ | $39 a month, $20 billed yearly | 10 credits, 1 brand | static ads, product photo to UGC style video | 10 credits a month |
| Percify ↗ | $6.99 a month | 425 credits | UGC hooks, talking videos of you, a weekly plan from your site | no stock actor holds your product |
Every Percify plan, the free one included, carries commercial rights and no watermark. The difference between plans is how many credits you get each month, and API access from Scale up.
What a UGC hook is, and what 14 of ours took to make
A UGC hook is the opening of an ad: one person, or sometimes a dog, reacting on a phone camera under a wall of text that the reaction answers. It keeps working on TikTok because the viewer reads the line while the face lands the punchline.
On Percify a hook is a Composer format. Each one started as a reaction that performed, and the ones below were remade with new people, so no creator's face appears. The line on top is written from the brand's DNA, the read Percify makes of your website. On 12 September 2026 we rendered 14 of them for our own brand, percify.io, with the lines Composer had written for us.

| what we measured | result |
|---|---|
| hooks rendered | 14 |
| clip length | 5.1 to 11.0 seconds |
| time per render, two at a time | 23 to 53 seconds, median 40 |
| credits charged per render | 0 |
| hooks in the library that day | 21, out of 118 live formats |
Three things follow from that table.
Tool by tool
Creatify
Best for turning a product page into an actor ad. Its product link to ad ↗ feature reads the page and writes the script. The catch: an avatar of you starts at $99 a month.
Arcads
Best for the widest range of actors and emotions: it lists 1,000+ actors, 30+ languages and emotion control. The catch: there is no public price. Its pricing page returned nothing on 12 September 2026, and the figure third party sites quote, around $110 a month for 10 videos, is one we could not verify.
MakeUGC
Best for volume. The Startup plan is shown at $59 a month as a 50% off offer, with 500 credits, 1,000+ creators, unlimited scripts, 10 videos rendering at once and 4K, plus a trial of 30 days for $1. The catch: an avatar holding your product is only on Pro, at $149 a month.
HeyGen
Best for a presenter who is you, in many languages. The free plan makes 3 videos a month of up to a minute. Creator is $29 a month for 600 credits with voice cloning, and HeyGen lists 1,100+ UGC style avatars and 175+ languages. The catch: its UGC page does not list a feature that turns a product link into an ad.
AdCreative.ai
Best for static ads first, with some video. $39 a month, or $20 billed yearly, buys 10 credits and 1 brand, covering static ads, product photo to UGC style video and creative scoring. The catch: 10 credits a month is a test budget, not a campaign.
Percify
Best for hook formats and talking videos with your own face, planned from your website. Paste your site and Percify reads the brand: palette, type, tone of voice, audiences and competitors. From that it writes a weekly plan across platforms, and Composer deals hook formats with your line over each one, rendered at no credit cost. A talking video of you costs 2 credits a second on the fast talking model, so a 20 second ad is 40 credits.
Starter is $6.99 a month for 425 credits, Creator $25.99 for 1,233, and Scale $64.99 for 3,000, which is the plan that also posts to your accounts on 10 platforms. Your first brand read is free, and Composer is open on every plan while the brand workspace is in beta.
The catch: no stock actor holds your product, the hook library is 21 formats, and posting to your accounts starts at Scale.
How to choose
- You sell a physical product and want it in someone's hand: MakeUGC on Pro, or Creatify's product link to ad.
- You want many different faces and moods to test: Arcads or HeyGen.
- You mostly need static ads, with a little video: AdCreative.ai.
- You want to be the face yourself, test many hook lines for free and have the week planned from your site: Percify.
What to check before you pay
- What one video costs at the length you post. Credits are priced per second or per minute, so a 15 second hook and a 60 second demo are very different bills.
- Whether free output is watermarked. Creatify's free ads are. Check before you plan to post them.
- Whether the actor can hold your product, and on which plan.
- Whose footage it is. A hook built on a real creator's clip borrows their face. The hooks we rendered here were remade with new people; ask any tool the same question.
- Every number in a generated line. Writers invent. Composer wrote us one line promising a week of videos in an hour. We could not back it, so it did not ship.
